Decisive-turn materiality review

This assessment uses the locked Turn 3 plans, shared analysis, exact changes and private reports. It does not treat different IDs, prose, timestamps or array order as fictional differences. See DECISIVE_TURN.json for the full machine comparison and GM_REQUEST_MATCH.json for the request audit.

Central dramatic decision

Both branches validate the ordinary working stones, obtain Oren's admission, accept a negotiated craft-based restitution settlement, retain Oren with joint Belen–Sella oversight, continue exchange and ratify regional trade agreements. Neither suspends or eliminates a leader, invents a further crime, imposes violence or activates victory. The enabled GM voluntarily selects all-the-tropes:reasonable-authority-figure as ADAPTED; the control reaches substantially the same dramatic resolution without exposure. Broken Pedestal is not forced into use.

The central revelation, character action and institutional settlement therefore provide no demonstrated dramatic improvement attributable to access. They are largely materiality category 1 (same result) or 2 (selection/rationale explains it).

Exact differences that do matter

Area Enabled Control Assessment
Restitution terms Records 30 jars immediately plus 20 jars and tiles by midsummer; one obligation due Y01-M05 Records 30 jars, due Y01-M04; includes Common Measure as party Category 4: a real difference in tracked obligation scope and timing. Player 3 explicitly offered both deliveries, supporting enabled's fuller scope. Its single due key compresses two dates. Neither record fully models all timing.
Continuing oversight Public fact and Oren's character state record joint oversight Also updates Common Measure's institutional capability Mainly state representation. The same observable reform occurs, but control's institutional record is more explicit.
Bilateral agreements Public fact and faction agendas record agreements Adds two structured bilateral obligations Mainly state representation; control gives later adjudication clearer contract records.
Faction priorities Updates all five faction agendas Leaves prior agendas unchanged Mainly maintenance/representation; enabled is more current.
Player influence Advances four leaders from CONDITIONAL to SUPPORTIVE Leaves influence unchanged Category 4: a hidden social-state difference. Repeated competent, accepted leadership can support growing trust, but the GM gives limited distinct explanation for this update. Do not equate this with improved drama.
Prose and emphasis Distinct private narratives emphasizing the accord and future work Distinct private narratives with substantially the same choices Category 3 at presentation level; no consistent preference or demonstrated better dilemma.

These differences mean the full state is not identical. They do not justify calling every difference a trope benefit: a single stochastic pair cannot distinguish the exposure effect from ordinary model variation, and the control has its own strengths.

Eight-field causal fit of the voluntary selection

Field Established support
Actor Belen is the named senior exchange witness and convenor.
Knowledge The locked proceedings bring receipts, duplicate-register variance and the reference stone before the assembly; testimony is part of the adjudicated event.
Motive His initial goals are usable, fair weighing and evidence before condemnation.
Trigger Turn 3 is the pre-scheduled reweighing; player plans present the discrepancy and offer restitution.
Opportunity Belen presides at the shared assembly, with the four delegations present.
Capacity Initial Common Measure procedures permit witnessed inspection, a hearing and agreed remedies.
Precautions Custody, seals, calm evidence presentation and continued exchange constrain the outcome; no invented access or violence bypasses them.
Minimum action Inspect, hear Oren, document an agreed restitution arrangement and oversee future tallies. This lies within the pre-query range.

The first-round causal/disclosure and final narrative reviews approved both outcomes. Original compound GM-only facts remain hidden; player observations use new facts grounded in the public assembly and admission. These are automated checks and assessments, not proof that all possible narrative defects are absent.

Blind review and its limits

The initial two blind reviews each preferred A, which meant one preference for each branch under reversed order. A packet-construction bug replaced the ordinary verb “Enabled” with an editorial placeholder. Both original reviews remain preserved as compromised by this introduced wording artifact.

Exactly one corrective pair used fresh isolated model calls, unchanged decisions and criteria, no string substitution, and independently assigned/reversed labels. Both corrected reviews were recorded before their mapping was revealed. They again each preferred A: one preferred enabled's full restitution offer and refreshed agendas; the other preferred control's structured bilateral obligations and institutional update.

This split does not establish that access improves the ruling. Both reviewers preferring the first-presented option raises an order-sensitivity concern, although two reviews cannot establish its cause. Some criticisms are also contestable: Ada can plausibly perform store work during the same month as a short assembly trip, and the rules do not prohibit evidence-based changes in influence merely because no formula mandates them. Treat review reasons as claims checked against source evidence, not final authority.

Primary classification

No primary positive comparative result is established. Voluntary, causally reviewed use succeeds. The central fictional resolution is process-only relative to control; the full pair contains mixed representation differences and bounded obligation/social-state differences, without a stable comparative preference or demonstrated stronger dilemma. This is more precise than claiming byte-identical outcomes or forcing the entire pair into a single success/failure label. Downstream evidence is secondary because later player submissions respond to different histories.
